Scaling a classified multi-country workforce

A major aerospace programme needed to scale a workforce of more than 200 contractors across classified activities in three European countries, each with its own labour law, social security, payroll, and compliance requirements.

Octagon provided one workforce structure across all three countries: sourcing and recruiting specialist aerospace professionals, compliant employment through Employer of Record support, multi-country payroll administration, security-clearance administration support, and one operational point of coordination. From zero to operational in six weeks

A treaty-based organisation in The Hague needed professionals capable of working effectively within a highly specialised institutional setting, with recruitment, onboarding, and employment administration aligned to host-state agreements, privileges and immunities frameworks, and international staff regulations.

An international organisation operating in the Netherlands relied on a significant number of independent contractors. As Dutch authorities prepared tighter enforcement under evolving workforce legislation, uncertainty grew over whether certain roles still met the legal criteria for independent self-employment.
